My cefiro headlights only work on high beams, it has been this way since I bought the car. When the stalk is in the 2nd position (low beams) I get nothing, my lights don't turn on. When I try to flick my momentary brights nothing happens, it just stays the same as the regular brights (3rd position).

Some things I have already done to try to fix this:
visually and continuity checked all fuses
went over the relay connections with a bit of carby cleaner
new a31 relay
new s13 headlight stalk (heard somewhere a31 and s13 are basically identical)

I dont get any voltage from either wires at the bulbs when the switch is on the 2nd position
I also don't get any voltage at the fusebox on the 2nd position
I get voltage at both wires at the bulbs when the switch is in the 3rd position

ok so you know how to check for voltage, that will save me some time. after what you stated i would check for voltage going into and out of the switchin that 2nd position. if you have power coming out of the switch i would then trace that wire to see if it shorting,open circuit (broken wire power or ground) or going to a very corroded junction point. there are a lot of tricks to wiring diag and i dont want to make this a novel. message me and i can walk you through some of the diage tricks

also a factory wiring diagram would be very helpful because we can see if there is a common or designated grounds, junction points, wire colors, splices ect.

I have been using this wiring diagram for an s13, because I cant find one for an a31 (the wire colours at the steering column harness match anyways). I had a look at the wiring today, and I don't seem to have any voltage at wire 11 (Green and Red) in any position. Following through, this should be connected to the battery through a 15A fuse, makes me think the issue lies between the switch and the battery somewhere along that wire. I don't think its the fuse because I've already checked it, but I'll double check and follow the wire through to see if I can find anything.

Get the correct diagram. And if you have a power probe or power probe like tool , try put power to that fuse and turn on The switch. If the lights turn on then we know the switch is good and the issue is up stream to the switch. You can take the bottom of the fuse box off and see the color of the wire then track that wire back to the source. Look for breaks, burns , rub points or corrosion
