Can’t pass emissions test!

For the first time since 2009, I’ve had to get a legitimate MOT test. On the emissions test, I can get lamda and CO in the green but the 02 is just in the red.

It’s a 1997 GTS-t and runs fine. It’s stage 1 with a bigger turbo and rising sun ECU. Standard exhaust bar the back box.

I fitted the standard Cat (which has been sat in the loft for 14 years). No exhaust leaks. I also fitted a brand new lamda sensor from Conceptua Tuning.
Doesn’t appear to be any leaks from engine bay but there’s a bit of a fuel smell if I’m being fussy… I made sure I hooned it to the garage.
Any ideas what could cause 02 to be too high?

The smell of fuel would indicate it's running rich and if there is high o2 then that confirms it, what is the lambda reading? (wideband) Try checking the fuel pressure, as that will have a bearing.

can’t remember what the lambda reading was but it was as it should be. How would I check fuel pressure?

You will need to inset a gauge between the FPR and the injector rail and check that the fuel pressure is as per manual, can't remember offhand, but it should rise and fall with vacuum/boost but if there is a vacuum leak it will mess with the pressure, also check for leaking injector.
