Electrical problem? Power steering? HICAS? Help! Dash flickers and electrics cut out.

Hi, I've tried searching for this problem for quite some time now and can't find it anywhere, so I've decided to make my own thread on it. If someone has seen it somewhere, please link me to it.

So i have a 1993 R33 gtst. This problem started about 2 months ago. it started off not too bad, when i would go over bumps in the road my HICAS light would flicker on my dash. it then got to the point where the HICAS light would flicker and the speedo and revs would flicker and jerk as well. Eventually it came to a point where it wouldn't have to be from bumps it would just happen constantly when driving, my dash and HICAS would flicker, my steering would also go stiff all of a sudden. Then it started to completley turn my dash off, so speedo dropped out, revs droped out and oil pressure, when this would happen the indicators, power windows, rear defrogger, air/heating all wouldn't work as well as the stiff steering wheel. If i were to hit my dash above the cluster it would sometimes come back on for a little bit before it would cut out again.

This lead me to believe that it was a loose connection or a bad ground. I also have blue lights in my footwells, these are connected to a switch then the power was tapped into my fuse box, the fuse i tapped it into was one of the 15amp electrics fuse, so i decided to take the wire out and see if it fixed it, it did. So i decided to tap the wire into the hazard button fuse instead.

So about a month has gone by and it has been fine, about 2 weeks ago i noticed that my power steering pump pully or belt now starts to squeak or squeal when i start it in the morning. This weekend when i was driving it, it started playing up again doing the exact same thing. I have no idea what it could be now. Electical? Power steering pump? HICAS? I plan on taking it to an auto elect in a couple of weeks when i have the money, but this car is my daily and i don't really want to be driving it and my indicators to stop working or my steering to go stiff around corners.

Any help or ideas would be much appreciated!

Maybe replace the fuse, reducing load by disconnecting the lights shouldn't change anything as the fuse should either be able to handle it and survive or not and burn rather than causing intermittent issues.
It could be that something on the same circuit is starting to fail and killing everything else. Taking it to the auto elec is a good move. Checking all your connections you can find and ensuring the wires haven't started to slip from their plugs would also be good.

Yeah, when i get home I'll replace the fuses and if i haven't sorted it out by the weekend I'll pull the cluster out and check to see if everything is connected properly.
May sound stupid but is your power steering fluid level good? On my old R33 the hicas light came on one night the lights died and the, power steering was patchy and the car kept near cutting. out managed to limp it home. When I got home noticed the fluid was low topped it up and this solved all the problems.

If it is ok is this a sign the pump is perhaps on the way out or a problem with the steering, I never had any further issues but I was surprised that topping up the fluid resolved all of them.

Yeah, power steering fluid is topped. I was thinking it could be the power steering pump, but would it seriously cause all these other problems with it as well?

Fuses replaced, took the wire out for the footwells. Still doing the same thing.

I also forgot to mention when the dash cuts out as well as when i start my car, behind the 2 heating vents in the middle of the dash, (above the hazard lights button) it makes a ticking sound for a couple of seconds, like the heater is trying to load? Doesn't make a difference weather the AC is turned on or off.

that ticking sound is "normal"
i believe its the mechanism/motor that moves the vents inside the dash.
