Its most likely a porus or poor casting with lots of air holes that collect oil rather than the the grades of paper used.

My sisal mop will polish things up straight from a fuzzy wheel with no problems at all so I personally wouldn't bother pre prepping the part for polishing just rip the paint or whatever off & whack it on the mop.
