My seats are in a poor state and I don't know what to do with them. I don't want to spend a small fortune on getting fully retrimmed really. Is there a way to fix this ruffled effect, it's much worst on the front seats.

The rest of the seats are in fairly good condition, and with a good clean would come up quite well.

What do you think?

take it to an upholsterer for their opinion, I dont think there is much you can do though apart from replacing that panel.
