Standard light up rear panel stopped working (pic)

My cars been sat without an engine/not moved for the best part of 3 months. When I took it out the other night I noticed the rear panel has died.

The panel is sealed so before I go stripping that I think this little box maybe at fault.



It's got 12v going into it but only 0.55v coming out to the panel.
I'm good with electrics but when it comes to LEDS I'm stuck(I assume thats what lights the panel).
Should it be giving out more than 0.55v?

It obviously looks like some sort of voltage regulator so I don't want to stick 12v into the panel and blow all the LEDS.

Theres also no writing on the box at all to give me a clue.

are you sure its grounded correctly? and no fuses burned?
The original skyline panels have an el strip inside them ( I take it yours lights up in a green ish blue colour ). If so it could be the inverter box or the strip itself that has burnt out.

it's wired to the drivers rear lights and they work. The wiring to it is all fine.
