On some cars with top mounts I've especially seen it on modafied American cars you see turbos where yo can see the propellor with no piping is this purely for air intake purposes and is that actually safe to do

Its mostly for show or somekind of unfinished project. Or somekind of drag racing car. Its usually wise to use somekind of air filter and a bonnet/hood on your car. Especially If its a street driven one.

Basically, anything entering the intake will first impact the compressor turbine, then whatever's left will likely enter the combustion chamber. All of this is probably disastrous. So, you defo want an air filter for regular driving because you just never know if a little piece of crud, dust and grit, etc from somewhere, somehow finds its way into your engine bay.
